Overview of Wireless Planning and Coordination (WPC) Certificate:
An authority certificate known as a WPC certificate or WPC license enables Indian importers to purchase radio and wireless equipment from overseas. The Department of Telecommunication (DoT) is the one who issues it. Before being imported into Assam, any radio equipment—such as walkie-talkies, RC cars, boats, drones, ZigBee, Bluetooth devices, etc.—must receive WPC ETA certification. Customs officers will confiscate radio equipment smuggled into Assam at the border if they don't have prior WPC approval. It is not need to have separate WPC permission for routers, laptops, or phones. The product must go through the certification process, which includes application, evaluation, and testing because of the factory inspection; therefore, any approved testing facility outside of Assam can conduct the testing before the WPC certificate and ETA (Equipment Type Approval) certification number are provided.

What are the types of WPC Certificate?
There are three types of WPC Certificate which are listed below:
1. Importer's License: WPC grants importers of wireless products in Assam an importer's license. Upon obtaining an importer's license, you are permitted to sell wireless devices that have been imported from overseas.
2. ETA (Equipment Type Approval): Prior to being permitted for import into Assam, every wireless equipment operating in the de-licensed frequency spectrum must obtain ETA from WPC. Additionally, every Indian-made product needs to get a WPC ETA Certificate. These products include Bluetooth devices, Wi-Fi, RFID, and cell phones, among others.
3. Network License: A network license is required for any organization that wants to provide communication services including cable, DTH, and mobile networks using the country's limited radio frequency capacity.
Required Documents for WPC Certification
The WPC ETA Registration requires the following documents:
1. Certificate of Company Incorporation
2. Certificate of GST Registration
3. Imports- Export Code (IEC Certificate)
4. Purchase Order (PO) for imported equipment.
5. Online fee receipt
6. Provide Address Proof for the Entity Applying RF Test report from a foreign laboratory accredited by ISO or from a laboratory accredited by NABL.
7. Technical specifications of the product
How to Apply Certificate or WPC License
You may follow the given step by step instructions for Company Registration in Dubai:
Step 1: Create an account on the WPC web portal.
To apply online, register on the Saral Sanchar Portal. Filling out an online application on the DOT portal and indicating the goods you want to import is the first step in obtaining a WPC license. Upon submitting the online application, the system will generate an import ID for you.
Step 2: Select "Apply new ETA"
You are need to submit a self-declaration for each commodity you are exporting when requesting an ETA. To find out if your equipment is included on the list of items exempt from WPC ETA approval, use your import ID. You can verify equipment that uses different radio frequencies by entering the ID and captcha code.
Step 3: Obtain RF test reports
In order to receive ETA approval and register a WPC license, a qualified laboratory must provide an RF (Radio Frequency) test report. To confirm and guarantee that the imported equipment is inside the designated frequency range and complies with safety regulations, RF test reports are necessary.
In 2021, a new guideline addressing RF resting was adopted, which states that RF testing reports from locally accredited labs in Assam will be approved. formerly need to obtain a WPC license.
Step 4: Utilizing WPC
You will be able to apply for the WPC approval of the gadget you are importing once all the conditions have been satisfied.
Step 5: Send off the necessary paperwork
Gather the paperwork needed to register a WPC certificate, then send it both online and offline to the Wireless Planning and Coordination Authority. Your documents will be sent to WPC officials for verification as soon as they are submitted.
Step 6: Pay the Governmental Charges
To register for the WPC, you must pay the government costs online. Online payments can be made using wallets or debit/credit cards.
Step 7: WPC certificate is issued
The application is submitted following the verification of the papers. The WPC wing will provide the device-specific WPC certificate. After obtaining a WPC license, importers can import wireless equipment into Assam with ease.
Importance of WPC License
1. Prevents hassles during customs clearance: The WPC license serves as evidence of all the device's minute details and frequency test reports. Having a WPC certificate makes customs processing much simpler when importing wireless equipment.
2. Preserving national security: Wireless products often represent a significant risk to our nation's security. As a result, the Wireless Planning and Coordination wing has established strict guidelines for assessing the interior design of wireless devices.
3. Preventing frequency insertion: Many products that use unlicensed frequencies have the potential to interfere with other wireless devices' ability to function if a user is careless. ETA certifications are used to eradicate these incursions.
4. Guarantees the import of higher-quality gadgets: radio frequency (RF) testing is carried out in a recognized laboratory to ascertain if the apparatus is operational or not.
5. Regulatory Compliance: Getting a WPC License guarantees adherence to rules and regulations imposed by the government or regulatory bodies that oversee spectrum management and wireless communication. The WPC License is required in many nations, including Assam, in order to operate wireless equipment and devices and to guarantee effective and interference-free radio frequency utilization. Maintaining operational continuity, avoiding legal ramifications, and building stakeholder trust all depend on compliance with such regulations.
6. Spectrum Management: Effective radio frequency spectrum management and distribution depend heavily on the WPC License. The regulatory authority can guarantee an equitable and optimal allocation of scarce spectrum resources among diverse stakeholders, including telecom operators, broadcasters, and other wireless service providers, by granting licenses for particular frequencies and usage scenarios. WPC licenses enable efficient spectrum management, which reduces interference, improves network dependability, and encourages the expansion of wireless communication infrastructure—all of which eventually benefit wirelessly dependent businesses and consumers.
WPC Certificate Fees
The application fee for a WPC certificate is Rs. 10,000 from the government, and professional fees vary from Rs. 7,000 to Rs. 12,000 based on the WPC license consultants. If you are in possession of the RF test findings, the complete procedure takes at least thirty days.
