What the 14 digits mean

| 2-3 | State code | 00 = Central Licensing Authority; any other value identifies the issuing state |
| 4-5 | Year of issue | Last two digits of the year the licence was granted |
| 6-8 | Designated officer | Code of the registering or licensing officer |
| 9-14 | FBO number | The food business operator's own unique number |
This breakdown follows FSSAI's uniform numbering order no. 123-Dir(Enf.)/FSSA/2011. A state code of 00 marks a Central Licence, though newer central licences carry the relevant state's code instead — so a non-zero code does not rule out a Central Licence.
