Introduction

Lead acid batteries are among the most affordable ways to store energy. Two electrodes are included in this battery: lead and lead oxide. The electrodes are immersed in sulphuric acid and water solution. Lead sulphate is created when lead and sulphuric acid combine during the electrical manufacturing process of the battery. Lead oxide interacts with hydrogen and sulphuric acid to generate lead sulphate and water. Upon discharge, the battery leaves behind deposits of lead sulphate on the electrode and water builds up in the sulphuric acid solution. The process would be repeated when the battery was charged. Due to this, the lead acid battery is composed of two distinct lead plates that are fueled by lead oxide and lead alloy ingots and submerged in a sulphuric acid solution.

If these batteries are handled or disposed of improperly, groundwater and land may get contaminated. It may potentially be a factor in environmental pollution.

Which Documents Are Required to Obtain a Licence to Import Batteries?

In India, the following paperwork is required in order to obtain an import battery licence:

  • The Bill of Entry
  • Commercial Invoice.
  • Bill of Lading / Airway bill:
  • licence for imports.
  • certification of insurance.
  • Purchase order/Letter of Credit.
  • If applicable, a technical write-up, literature, or other materials for specific items.
  • If applicable, get an industrial licence.

What actions are necessary to complete the registration process for a new lead acid battery import licence?

The following procedure is used to grant certifications to importers of brand-new lead acid batteries:

  • Candidates choose to submit their applications using an online website.
  • After the application is submitted, the candidate has to supply the following papers in addition to a hard copy of the document on letterhead:
  • Form I
  • Form II
  • Form III (specify how much MT wants to import)
  • Certified copy of the Import and Export Code
  • The registration will be issued to the address on the IEC certificate or the branch location.
  • The supervising HWM Division will authorise the new lead acid battery importers to register.
  • After registering with MoEF, the importer may desire to register with CPCB by completing the application mentioned above. They still have to surrender the original registration certificate that was granted by the MoEF.

What procedures must be followed in order to renew a licence? 

It is important to keep in mind the following information:

  • A hard copy of the application is not needed in order to renew registration.
  • The BRMS website is where applications for renewals must be sent. The application can be submitted 45 days before the validity period.

Renewals of applications will only be processed upon confirmation of the following:

  • Hard copies should be sent to the SPCB and CPCB, alternatively the importer may submit half-yearly reports.
  • If the applicant files returns at the time of renewal or if they file half-yearly returns sporadically, they can be permitted to file earlier returns provided they guarantee anything in an affidavit.

The registration can be renewed for a duration of one year. If non-compliance is found within this period, there will not be an opportunity for another registration renewal.

How a registration might be cancelled or suspended?

The following things must to be taken into account:

  • According to the battery regulations, registration may be suspended or cancelled if timely half-yearly returns are not submitted to the State Pollution Control Board and a copy is sent to the CPCB.
  • Importers who fail to file their half-yearly return for more than a year may get a notice of non-compliance from the CPCB. The importers’ registration might be cancelled if they do not respond.
  • Any revocation of registration must be approved by the Member Secretary before the responsible HWMD sends the required letters.
  • Furthermore, the importer is able to get this registration activated again. The responsible HWMD cannot give letters for the registration to be revived unless the Member Secretary approves this reactivation.
