Originally formed on February 3, 1975, under the Water Act, the Madhya Pradesh Pollution Control Board was later reorganized on July 13, 1982, under the Air Act. The Environment Protection Act and the Water (Prevention and Control of Pollution) Cess Act of 1977 also gave the MPPCB power and jurisdiction.

The functions of the Madhya Pradesh Pollution Control Board (MPPCB)
The Madhya Pradesh Pollution Control Board’s major objective is to guarantee that the land, water, and air are suitable for a variety of applications. There are six zonal offices (Bhopal, Indore, Jabalpur, Gwalior, Ujjain, and Rewa), each with staff and cutting-edge technology, in addition to 16 regional offices and 1 sub-regional office. Each of them is keeping an eye on environmental activities inside the state to accomplish the following objectives:
Consent NOC: The M.P. The Pollution Control Board (MPPCB) grants No Objection Certificates (NOCs) to businesses and industries that release pollutants into the air or water stream or produce noise pollution over permissible levels.
Authorisation Grant: Any facility engaged in waste management inside the state is authorized by the MPPCB to collect, store, handle, recycle, and get rid of trash. Managing plastic waste, e-waste, hazardous waste, rubbish from building and demolition, biological waste, and other wastes are a few of them.
Inspection of Industrial Facilities: The board has the right to view the proposed or existing site and ask for any information that was not provided in the application.
Advisory Function for the State Government: The Madhya Pradesh Pollution Control Board provides guidance to the state government on the development of standards and policies pertaining to a variety of activities that have a negative impact on the environment.
Licenses and permits issued by the Madhya Pradesh Pollution Control Board (MPPCB)
Consent NOC
As mentioned before, the plant owner has to get the Consent to Establish (CTE) from the Madhya Pradesh Pollution Control Board. The Consent to Operate-Consolidated Consents and Authorisation (CTO-CCA) is required when production or operations at the industrial facility start.
Consolidated Consent and Authorisation (CCA)
As soon as installation of the required Environmental Management System (pollution control measures) and start of production activities have taken place, every industrial unit is required to apply for Consolidated Consent and Authorisation (CCA) under the Water Act, the Air Act, and the Hazardous Waste Rules.
Authority for Waste Management
Authorisation for solid waste management: Trash management is authorized under the Environment (Protection) Act, the Water Act, and the Air Act. This usage is permitted by the Madhya Pradesh Pollution Control Board.
Authorisation for Plastic Waste Management (PWM): To participate in PWM, PWPs (plastic waste processors) and PIBOs (producers, importers, and brand owners) need to get authorisation from MPPCB.
\EPR Authorisation: In compliance with the E-waste Management Rules, 2016, Battery Waste Management Rules, 2022, and Plastic Waste Management Rules, PIBOs selling their products in the Indian market are required to get an EPR authorisation from the Central Pollution Control Board (CPCB).
Permission for the management of Construction and Demolition (C&D) waste: The process for obtaining permission to handle C&D waste is governed by the C&DWM Rules, 2016. Every facility that handles trash from building and demolition must have a license from the Madhya Pradesh State Pollution Control Board, which also demands an annual report from every plant.
Authority for Hazardous Waste Management (HWM): The MPPCB authorizes organizations that produce, gather, transport, store, treat, use/process, or dispose of hazardous wastes within the state.
Procedure for Getting the Madhya Pradesh Pollution Control Board’s Consent
In compliance with the Water and Air Act, the following processes need to be performed in order to obtain approval from the Madhya Pradesh Pollution Control Board:
Identification of the place and category
A new industry must first identify which of the three categories (orange, green, or red) it falls into, according to the Madhya Pradesh Pollution Control Board’s categorisation scheme. The authorities select a suitable place in order to lessen the detrimental consequences of pollution.
Filing the application
After selecting a suitable site, the new industry applies for clearance to the Madhya Pradesh Pollution Control Board, fulfilling all the conditions, submitting the required paperwork, and making the applicable payment.
Inspection
The application is then examined by a Regional Office official. The inspection report is subsequently delivered to the Head Office or the Zonal Office for further processing.
Additional information
The Head Office or the Zonal Office will receive additional data as needed for processing. After more information is submitted, the application will be brought before the committee for assessment and recommendation.
Issue of consent
The Madhya Pradesh Pollution Control Board grants permission within a predetermined time frame.
Validity and renewal of the MPPCB-granted permission
The MPPCB will provide authorisation to industries designated as red, orange, or green for a minimum of five years, while industries classed as green will obtain approval for a minimum of ten years. At that time, the consent has to be renewed. The MPPCB is only permitted to renew the consent if it has been verified that all conditions of the permit have been fulfilled and it has received the annual periodical reports.
