What is EEPC India? (Engineering Export Promotion Council of India)

The full form of EEPC is the Engineering Export Promotion Council of India, a premier trade and export promotion body. The Government of India established EEPC India in 1955 under the Ministry of Commerce and Industry to support engineering exporters.

The council serves as an important bridge between the Indian engineering industry and the government. It actively contributes to policy formulation and helps businesses understand export regulations and identify global opportunities. Today, EEPC India has a membership base of over 13,000 businesses, and 60% of these are Small and Medium Enterprises (SMEs).

EEPC India promotes Indian engineering goods, projects, and services in international markets. It organizes buyer-seller meets, trade exhibitions, and government-supported promotional events throughout the year. The council also runs its flagship India Engineering Exhibition (INDEE), one of the largest engineering expos in the world.

What is EEPC Registration (RCMC)?

EEPC registration refers to the process of obtaining the Registration-Cum-Membership Certificate (RCMC) from the Engineering Export Promotion Council of India. This certificate is issued through the Directorate General of Foreign Trade portal and serves as official proof that your business is registered under India’s Foreign Trade Policy (FTP). While you can technically export without RCMC, you must obtain RCMC registration if you want to legally avail export incentives, duty exemptions, subsidies, and other government‑linked benefits.

RCMC Registration is official proof that your business is registered with the relevant Export Promotion Council under India's Foreign Trade Policy (FTP). Without this certificate, your business cannot legally avail export incentives, duty exemptions, or government subsidies. The RCMC connects your business identity to the engineering sector council, which then unlocks most trade benefits and authorizations.

EEPC India's RCMC is classified into three membership categories:

  1. Associate Membership: This is the entry-level category. Any exporter with a valid Import-Export Code (IEC) from the DGFT can apply to become an Associate Member.
  2. Ordinary Membership: Exporters can apply if they have been Associate Members for at least three years. They must also have achieved a minimum average export of ₹30 lakh for MSMEs or ₹50 lakh for others over the previous three financial years.
  3. Affiliate Membership: This category applies to businesses dealing in non-engineering products according to their HS codes. The products must be closely related to the engineering sector.

Objectives of EEPC India Registration

The objectives behind EEPC India registration are practical and directly linked to your business growth. Exporters should get EEPC India Registration:

  • To help Indian engineering exporters access international markets and grow their global footprint.
  • To provide access to government export promotion schemes and financial incentives under the Foreign Trade Policy.
  • To assist businesses in participating in international trade fairs, buyer-seller meets, and INDEE exhibitions.
  • To offer market intelligence, global project leads, and sector-specific policy updates to members.
  • To facilitate networking between Indian engineering companies and international buyers, trade associations, and chambers of commerce.
  • To act as a policy advisory body and represent the interests of engineering exporters before the government.

Benefits of The EEPC Certificate in India

Holding a valid EEPC certificate gives your business a significant advantage in the global market. Here is a clear breakdown of the key benefits:

1. Access to Export Incentives and Government Schemes

Your EEPC RCMC makes you eligible for incentives and subsidies under India's Foreign Trade Policy. This includes schemes like the Market Development Assistance (MDA) and Market Access Initiative (MAI) programs offered by the Ministry of Commerce and Industry.

2. Duty Exemptions and Customs Benefits

A valid EEPC certificate helps you claim export incentives such as duty drawback and RoDTEP benefits. It also supports GST refund claims by enabling exporters to use a Letter of Undertaking (LUT) for zero‑rated exports, improving competitiveness in international markets.

3. Participation in International Trade Fairs

EEPC India regularly organizes trade exhibitions and buyer-seller meets both in India and abroad. Your RCMC gives you the right to participate in these events, helping you directly connect with overseas buyers.

4. Access to INDEE – India Engineering Exhibition

EEPC India runs INDEE, which is one of the largest engineering exhibitions in the world. Only registered EEPC members can participate and showcase their products to a global audience.

5. Market Intelligence and Trade Leads

EEPC India shares valuable market information with its members, including global tenders, project leads, forex rates, and government notifications. This keeps your business informed and competitive.

6. Enhanced Business Credibility

An EEPC RCMC certificate adds credibility to your business profile. International buyers and trade partners view it as proof that your business is genuine and compliant with Indian export regulations.

7. Networking Opportunities

EEPC membership connects you with thousands of engineering businesses, trade associations, and international organizations. This helps you find new buyers, partners, and collaborators across the globe.

Products Covered Under EEPC India

EEPC India covers a wide range of engineering goods, projects, and services. The council organizes its members under product panels to ensure focused promotion of each sub-sector. Below are the major product categories covered:

Product CategoryWhat It Covers
Iron and Steel ProductsIncludes bars, rods, wires, plates, tubes, and structural materials
Industrial MachineryCovers manufacturing equipment, heavy machinery, and capital goods
Automobile and Auto ComponentsIncludes vehicles, spare parts, and assemblies
Electrical Machinery and EquipmentCovers motors, transformers, switchgear, and cables
Electronic GoodsIncludes instruments, components, and electronic assemblies
Construction EquipmentCovers earth-moving machinery, cranes, and construction tools
Engineering ServicesIncludes design engineering, consultancy, and project export services
Shipbuilding and Marine EngineeringCovers ships, vessels, offshore platforms, and marine equipment
Defence EquipmentIncludes engineering goods for the defence manufacturing sector
Tools and HardwareCovers hand tools, cutting tools, fasteners, and precision instruments

If your products match these categories based on their HS (Harmonized System) codes, you should register with EEPC India as your RCMC authority.

Eligibility Criteria for EEPC Membership Registration

Not every business can apply for EEPC registration. The following types of entities are eligible to apply for the EEPC RCMC:

  • Manufacturers and Processors of engineering goods, including design engineering firms, construction companies, shipbuilders, and consultancies.
  • Merchant Exporters and authorized export trading houses engaged in the export of engineering products.
  • Institutions, Chambers of Commerce, and Trade Associations associated with engineering exports.
  • Small Scale Industries (SSIs) with annual exports of engineering goods exceeding ₹30 lakh (merchant exporters) or ₹50 lakh (manufacturer exporters).
  • Affiliate businesses that deal in products closely linked to the engineering sector, even if the products are non-engineering, as per HS codes.

Your business must hold a valid IEC (Import Export Code) from DGFT before you apply for EEPC registration. Without an active IEC, you cannot submit an RCMC application.

Why is EEPC RCMC Mandatory for Exporters?

The Government of India, through DGFT Trade Notice No. 35/2021-22, mandates all exporters to submit their RCMC application through the common RCMC portal. This means you must have a valid RCMC on the date you apply for any DGFT authorization, export license, or claim any benefit under the Foreign Trade Policy.

Without a valid RCMC:

  • Businesses cannot claim duty exemptions, drawbacks, or export subsidies.
  • Export licenses or authorizations from DGFT cannot be applied for.
  • Participation in government-supported trade events and exhibitions becomes restricted.
  • Credibility with international buyers and trade partners decreases.

Therefore, obtaining EEPC registration is not just beneficial; it is a legal requirement for every engineering exporter in India.

Validity and Renewal of EEPC Registration Certificate

The EEPC RCMC remains valid for 5 financial years from the date of issuance. DGFT recognizes the certificate as valid from 1st April of the licensing year until 31st March of the final licensing year, unless specified otherwise.

However, it is important to note that EEPC membership subscription runs on an annual cycle ending 31 March. So while your RCMC validity is 5 years, you need to renew your annual membership subscription every financial year to continue enjoying all membership benefits without interruption.

EEPC Certificate Renewal Process

You can complete EEPC renewal online through the DGFT portal. Follow these steps:

  1. Log in to the DGFT portal using your IEC credentials.
  2. Go to Services → e-RCMC → Renewal of RCMC.
  3. The portal automatically fills in your existing details for editing and verification.
  4. Upload the required renewal documents, mainly your APR (Annual Performance Report) of the previous financial year or a self-certified letter as proof of export turnover.
  5. Pay the renewal subscription fee as per your turnover slab plus 18% GST.
  6. Submit the renewal application.

Note: Members who renewed their RCMC for multiple financial years in advance do not need to pay again until those years expire. Always verify your current renewal status on the DGFT portal before taking any action.
