In India, various vehicle tests are conducted in order to ensure road safety, environmental protection and other regulatory standards. As compared to the rest of the world, our automobile sector is growing rapidly. There are two main types of vehicle testing which are conducted in India which are — Manufacturer Testing (tests done by manufacturers on their vehicles) and Vehicle Fitness Testing (Testing done by authorities to ensure the roadworthiness of concerned vehicles). Manufacturer Testing
Before putting a specific vehicle into mass production, homologation testing is done by the manufacturer which involves various tests such as safety standards testing and emission standard testing which are set by the government. A manufacturer does the following testings:
- Prototype Testing
- On-Road Testing
- Crash Testing
- Emission Testing
- Laboratory Testing
Vehicle Fitness Testing (In-Use Vehicles)
In India, there are two major Vehicle Fitness Testings, which are:
- PUC Certificate
- Fitness Certificate
PUC Certificate
As per section 190 (2) of the Motor Vehicles Act, 1988, PUC (Pollution Under Control) certification is mandatory for all registered vehicles in India. The purpose of this certification is to check, whether the emissions being done by the Vehicles are within the permissible limits or not. These certifications are required to be done periodically to ensure compliance with emission norms.
Fitness Certificate
This certification is done generally on vehicles which are older than 15 years to determine their roadworthiness. A comprehensive inspection of the vehicle and its components is done before issuing the Fitness Certificate. If any vehicle doesn’t pass the vehicle fitness test it will be declared unfit for the roads and the registration certificate of the vehicle will be cancelled.
Who does Vehicle Fitness Testing?
Vehicle Fitness Testing in India is done by the following:
- PUC Centres: PUC centres are responsible for conducting emission standard tests. These centres certify that the emission by the vehicle is under the permissible limits. These centres can be found on petrol pumps and in RTO offices as well.
- RTO (Regional Transport Office): Concerned RTOs are responsible for the inspection of vehicles for doing the Fitness Testing. When an RTO certifies the vehicle that it is roadworthy, then it can be further used by renewing its Fitness Certificate.

Documents Required to Renewal of Fitness Certificate
The following documents are required for the renewal of the fitness certificate:
- Form 25
- Registration Certificate of Vehicle
- Proof of road tax duly paid
- Payment of the prescribed fees
Process of Renewal of Fitness Certificate
It is a very simple process, one needs to bring all the required documents and the vehicle to the concerned RTO for a thorough inspection. The result of the inspection will be updated through the Vahan Portal. After passing the fitness test, a new Fitness Certificate will be issued.
Cost for Renewal of Fitness Certificate
The cost for renewal of the Fitness Certificate is as follows:

Fines for Not Having Valid Certificates
Fines for not having a valid certification are as follows:

Note: Moreover a fine of Rs 50 per day until the renewal of the Fitness Certificate may also be levied.
