Who needs a BEE Certificate?
1. Manufacturers : The person who produces the final product may register with BEE's Star Labeling Scheme. However, a single product may only be registered under a single login with a single brand.
2. Importers : In accordance with the State Labelling Scheme of BEE, any Indian business or organization wishing to import any good or item covered by the BBE mandatory certification program must first complete the BEE registration process. However, an importer is limited to registering a single product under a single login for a single brand.
3. Traders : In accordance with the BEE State Labeling Scheme, any domestic trader who transacts domestically with goods covered by the BEE Certification regime must go through the BEE registration process. However, an importer is limited to registering a single product under a single login for a single brand.

Documents required for the BEE Registration
The following documents are needed for the testing lab:
1. Samples with the user manual
2. Proof of the manufacturing unit's legal address: a copy of the factory license that lists the relevant product as part of the manufacturing scope and includes the manufacturing unit's address in both English and the original language.
3. A copy of the BIS license that includes the validity date and lists all models used.
The following documents are needed for businesses to register under BEE:
1. A copy of the online security deposit payment receipt
2. A covering letter
3. Print out the online application for brand registration
4. Copy the registration of the brand or trademark
5. If the manufacturing unit is not the owner of the trademark or brand, an authorization letter from the owner is required
6. Copy of the MSME Certificate (for Indian OEM only)
7. A copy of a valid ISO 9001 certificate that was issued in the name and address of the manufacturing facility listed on the manufacturer's company registration form (if the manufacturing facility has multiple locations, the ISO certificates for each location must be enclosed)
8. An authorized signatory letter
9. A copy of a BIS license that includes the validity date and all models that have been applied.

Penalty for Non- compliance with BEE guidelines
The goal of the fine for failing to comply with the BEE star label requirement is to prevent manufacturers from mislabeling their goods and to guarantee that buyers are provided with accurate information regarding the energy efficiency of the goods they are purchasing.
The following are some particular sanctions that may be applied for failing to comply with the BEE star labeling requirements:
1. A fine of up to Rs. 1 lakh is possible for the first offense.
2. There is a maximum fine of Rs. 2 lakh for the second offense.
3. There is a maximum fine of Rs. 5 lakh for the third and consecutive offenses.
4. Give the maker a notice to show cause.
5. Revoke or suspend the manufacturer's authorization to market goods in India.
6. Publish the name of the manufacturer in the BEE’s website.
Renewal of BEE Certificate
The following procedures must be followed in order for the agreement to be renewed by the manufacturer before the schedule agreement between BEE expires:
1. An online renewal notice must be sent by the Bureau or its designated agency to the manufacturer through the S&L web portal, prior to the expiration of the schedule's validity.
2. The manufacturer must make sure that all registered models' production data and labeling fees are current before submitting an application for renewal, which should not be submitted later than one month before the alert is released.
3. If the application complies with subclause 'b', BEE will approve the renewal within four weeks.
4. In case the agreement is not renewed on time the portal shall remain blocked till the renewal of agreement.
Withdrawal of BEE Certificate by manufacturer
For any of the following reasons, a manufacturer may decide to cancel the registration:
1. Failure to comply with any rating plan amendment criteria
2. Modifications to registered appliances or their equipment designs.
3. Discontinue with the company.
4. Any unanticipated events, such as a lockout or strike.
The following procedure must be followed when requesting to withdraw the certificate needed to apply the label:
1. The manufacturer must send a written notification to the bureau stating its desire to withdraw.
2. The manufacturer will use the S&L web portal to determine the models that need to be discontinued.
3. The Bureau will examine the applicant's financial obligations to see whether any money is still owed.
Following examination of the request, the bureau will take the appropriate steps to notify the manufacturer via S&L online portal and approve or reject the request for withdrawal of application.

For instance, the present labeling period for variable air conditioners runs from January 1, 2022, to December 31, 2024.
