startup india registration certificate guide

The Startup India Certificate (also called the DPIIT Certificate of Recognition) is the official government-issued document that confirms a business is recognised as a startup under the Startup India scheme. Issued by the Department for Promotion of Industry and Internal Trade (DPIIT), the certificate carries a unique recognition number. It can be downloaded as a PDF directly from the NSWS portal, the Startup India portal, or DigiLocker — completely free.

Over 2.23 lakh entities now hold this certificate, making it the single most widely used proof of “startup status” in India. It unlocks benefits such as the Section 80-IAC tax exemption, abolished Angel Tax, 80% patent-fee rebate, 50% trademark-fee rebate, GeM (government tender) preference, and access to the Startup India Seed Fund Scheme (SISFS).

This guide covers exactly how to download the Startup India Certificate from NSWS or DigiLocker, how to verify a DPIIT recognition number, what to do if your download isn’t working, and the practical use cases of the certificate.

What is the Startup India Certificate of Recognition?

The Startup India Certificate of Recognition is an official document issued by the Department for Promotion of Industry and Internal Trade (DPIIT) to eligible entities under the Startup India scheme. It carries a unique DPIIT recognition number that serves as the primary proof of startup status — required for claiming benefits under Section 80-IAC, Angel Tax exemption, IP fee rebates, GeM listing, and the Startup India Seed Fund Scheme (SISFS).

The certificate is interchangeably called the DPIIT Certificate of Recognition, the DPIIT Startup Certificate, or the Startup Recognition Certificate. The older name “DIPP Certificate” refers to the same document — the department was renamed from DIPP to DPIIT in January 2019.

Who Can Apply for the Startup India Certificate?

To receive the Startup India Certificate of Recognition, the entity must be incorporated in India as a Private Limited Company, LLP, Partnership Firm, Cooperative Society, or Multi-State Cooperative Society, be less than 10 years old (20 years for Deep Tech), have annual turnover under ₹200 crore (₹300 crore for Deep Tech), work on innovation or scalability, and not be formed by restructuring an existing business.

For the complete criteria under the latest G.S.R. 108(E) of 2026 notification, including edge cases and sector-specific relaxations, read our detailed Startup India eligibility guide.

Documents Required to Apply for a Startup India Certificate

The DPIIT recognition application is fully online and needs only a small document set:

  • Certificate of Incorporation (MCA / Registrar of Firms)
  • PAN of the entity
  • Aadhaar of the authorised signatory or director
  • Brief description of the innovation (1–2 page write-up — most-scrutinised input)
  • Registered office proof (utility bill / lease deed / property document)
  • Pitch deck or website link (recommended, not mandatory)
  • Recommendation letter from a SEBI-registered AIF, incubator, or government body (optional)

How to Get the Startup India Certificate: Step-by-Step Process

Getting the Startup India Certificate involves a clear DPIIT recognition process through the NSWS portal. Follow the steps below carefully to complete your Startup India Registration Certificate application without errors or delays:

Step 1: Ensure the Business is Registered

The entity must be legally incorporated before applying for DPIIT recognition. Private Limited Company Registration, LLP, or Partnership Incorporation must be completed with a valid Certificate of Incorporation.

Startups can apply at any point within the 10-year eligibility window and do not need to apply immediately at incorporation.

Step 2: Create an Account on the NSWS Portal

All DPIIT startup recognition applications are now processed through the National Single Window System portal at nsws.gov.in

  • Visit the portal and click on Register.
  • Create an account using a valid email address and mobile number.
  • Verify the account through the OTP sent to the registered mobile number.

Step 3: Add the Startup Registration Form

After logging in, go to the NSWS dashboard and click on Add Approvals

  • Select Central Approvals from the menu.
  • Search for the form titled Registration as a Startup and add it to the dashboard.

This form is the official DPIIT recognition application form for all entity types.

Step 4: Fill the Application Form

Complete all sections of the Registration as a Startup form. Key details required include:

  • Entity’s Corporate Identification Number (CIN) or Registration Number
  • Permanent Account Number (PAN)
  • Date of Incorporation
  • Nature of the Innovation
  • Annual Turnover for each financial year since incorporation
  • Details of the Authorized Signatory

Note: DPIIT carefully reviews the innovation description during the Startup India Registration Certificate evaluation. You must clearly explain what the product or service offers, how it differs from existing solutions, and how it delivers scalable business impact.

Step 5: Upload Documents and Submit

Upload the Certificate of Incorporation, PAN, innovation write-up, address proof, and any optional supporting documents.

Review all entries carefully before submission. Submit the application and note the acknowledgement number generated by the NSWS portal. Use this number to track the application status.

Step 6: Wait for DPIIT Review

After submission, DPIIT reviews the application. Most applications receive a decision within 2 to 7 working days. If DPIIT approves the application, the portal automatically generates the Startup India Certificate of Recognition. If DPIIT rejects the application, it provides the reason, and the applicant can reapply after addressing the issue.

Important Disclaimer: DPIIT and the Income Tax Department separately review startup eligibility and tax-related benefits. Founders should consult a qualified CA or CS before claiming any exemption or tax benefit.

How to Download the Startup India Certificate (3 Methods)

Once DPIIT approves your application, the Startup India Certificate becomes available for download as a digitally signed PDF. There are three official channels to download it:

Method 1: Download from the NSWS Portal

  1. Visit nsws.gov.in and log in using the credentials used during the application.
  2. On the dashboard, locate the Registration as a Startup application.
  3. Open the application — the status should display “Recognised”.
  4. Click the Download Certificate button. The file downloads as a PDF named DPIIT_Recognition_Certificate.pdf.

Method 2: Download from the Startup India Portal

  1. Visit startupindia.gov.in and log in.
  2. Go to Dashboard → Recognition & Tax Exemption.
  3. Click View / Download Certificate. The DPIIT Startup India Certificate is generated instantly.

Method 3: Download from DigiLocker (Most Convenient)

  1. Open the DigiLocker website or app and sign in with your Aadhaar-linked mobile number.
  2. Tap Search Documents and search for “DPIIT” or “Startup Certificate”.
  3. Select Recognition Certificate – Department for Promotion of Industry and Internal Trade (DPIIT).
  4. Enter your DPIIT recognition number and registered mobile number.
  5. Tap Get Document. The certificate is fetched directly into your DigiLocker locker — no separate download needed.

Troubleshooting: Certificate Download Not Working?

If the download fails, try this in order:

  • Check status first: The certificate is only available when the application status reads “Recognised”. If it reads “Under Review” or “Submitted”, DPIIT has not yet approved.
  • Browser issues: Clear cache, disable ad-blockers, and try Chrome or Edge in incognito mode.
  • Pop-up blockers: NSWS opens the PDF in a new tab — allow pop-ups for the portal.
  • DigiLocker route: If NSWS is unresponsive, fetch via DigiLocker — it’s the fastest fallback.
  • Still stuck: Email [email protected] with your application number and a screenshot of the error.

Note: The certificate does not carry a printed expiry date. However, recognition automatically becomes void if the startup crosses the 10-year age limit (20 years for Deep Tech) or if annual turnover exceeds ₹200 crore in any financial year.

How to Verify a Startup India Certificate Online

Investors, banks, government tender portals, and incubators routinely verify a Startup India Certificate before processing benefits. Here’s how to validate any DPIIT recognition number:

Method 1: Verify via the Startup India Portal

Visit the Startup India recognition lookup page → Recognition → Verify Recognition. Enter the DPIIT Recognition Number OR the CIN / LLPIN / PAN of the entity. The portal displays the entity name, recognition status, and date of recognition if the certificate is valid.

Method 2: Verify via the QR Code on the Certificate

Every Startup India Certificate carries an issuer-generated QR code. Scanning it with any standard QR reader opens the official DPIIT verification URL with all entity details auto-populated — useful for investors, banks, and incubators that need quick, scan-based proof.

Method 3: Verify via DigiLocker

Certificates fetched into DigiLocker are issuer-authenticated by DPIIT, meaning a DigiLocker-pulled certificate is automatically considered verified — investors and lenders accept the DigiLocker share-code as proof.

What to Check During Verification

  • Date of recognition is within 10 years (or 20 for Deep Tech)
  • Status reads “Recognised” (not lapsed, revoked, or expired)
  • Recognition number matches the format issued by DPIIT
  • Entity name matches the CIN / LLPIN

Red flag: If anyone shares a Startup India Certificate as a JPEG / PNG image instead of a digitally signed PDF or DigiLocker link, treat it with caution — physical scans cannot be authenticated.

Common Reasons DPIIT Startup Applications Get Rejected and How to Fix Them

Below are the most common issues that can delay or lead to rejection of your Startup India Registration Certificate application, along with practical ways to avoid them.

  • DPIIT often rejects applications when founders do not clearly explain the innovation. Clearly describe the product or service, the problem it solves, what makes it different, and how it can scale.
  • Sole proprietorships, One Person Companies, and Section 8 companies do not qualify for Startup India recognition. Register as a Private Limited Company, LLP, or eligible partnership before applying.
  • DPIIT accepts applications only within the 10-year eligibility period from the incorporation date. Always verify the incorporation date before starting the startup certificate application.
  • DPIIT rejects applications if the startup results from splitting, restructuring, or rebuilding an existing business. Ensure the entity qualifies as a genuinely new and original business venture.
  • Missing PAN, an incomplete innovation write-up, or the absence of the Certificate of Incorporation often leads to immediate rejection. Review all documents carefully before submitting the application.

Conclusion

The Startup India Certificate is the single most important credential for an Indian startup to claim tax holidays, fee rebates, government tender access, and SISFS funding. It’s free, fully online, and downloadable from NSWS, the Startup India portal, or DigiLocker as a digitally signed PDF. With the G.S.R. 108(E) framework introduced on 4 February 2026, the certificate now also covers Cooperative Societies and offers an extended 20-year validity for Deep Tech startups.
